    In a large skillet, cook beef and onion over medium heat until meat is no longer pink; drain. Stir in the spaghetti sauce, tomatoes, basil, oregano, fennel and garlic. Cook noodles according to package directions. Meanwhile, in a large nonstick skillet, saute onion in oil until tender. Stir in the water, tomato paste and seasonings.
