    7. If tilapia is thawed, cook uncovered for 15-20 minutes, just until tilapia is flaky. If tilapia is frozen, bake uncovered for 20-25 minutes or until fish easily flakes with a fork.

    Try to center the fillet over the butter to maximize flavor. The baked tilapia with garlic butter is ready when it is easy to flake it with a fork. Place tilapia in a single layer onto the opposite side of the prepared baking sheet. Season tilapia with salt and pepper and place on a small baking sheet. Mix together butter, garlic, red pepper flakes, lemon juice, and zest then pour over tilapia.
